Customized Training with Employers Policies, Procedures and Employer Responsibility

Policies:
PWDC will invest WIA Title 1 Adult and Dislocated Worker funds (if available) in customized training with
Employers when the following applies:

  • The training is job specific and the outcome of the training is a full time regular position. WIA funds will not be invested in part time or seasonal positions.
  • The training with employers is targeted for “high priority industries” in the region (healthcare, etc.)
    as reported by the Workforce Investment Board (WIB). However, employers that have a shortage of employees will also be considered.
  • PWDC staff must meet with the employer to discuss policies and procedures.
  • Employers need to pay for 50% of the training cost. This investment by employers can be “documented in-kind services” such as space, equipment, mentoring services, etc.
  • Employers who choose vendors to deliver the training services will approve the curriculum prior to the start of training.
  • A minimum of $8.00 an hour is expected on all projects.
  • Only Philadelphia residents/U.S. citizens.

Procedures:
PWDC will assist in the successful implementation of the program by:

  • Utilizing the Pennsylvania CareerLink as the predominant recruitment source.
  • Prescreen and test all interested candidates.
  • Counsel and case manage all programs participants.
  • Receive written notification of the employer’s commitment to hire all successful graduates.
  • Complete all contractual information such as costs, payout schedules and curriculum.

Employer/Provider Responsibility:
The following is a list of documentation the employer/provider must present prior to training approval.

  • Curriculum
  • Supply a Job Description
  • Submit a Budget (projected cost of training)
  • Submit a Letter of Commitment to Hire (successful graduates)
  • Provide proof of the following insurance:
    • Fidelity Bond (Indemnification Waiver Letter)
    • General Liability
    • Workmen’s Compensation

An RFP will be released once a year to give employers and vendors the opportunity to bid on providing a customized job training (CJT) program.
