The Philadelphia Workforce Development Corporation serves as the City’s fiscal agent for federal employment and training dollars. Our workforce development activities are as mandated by the Temporary Assistance for Needy Families (TANF) program under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Workforce Investment Act of 1998.

The Temporary Assistance for Needy Families program allows for the provision of services to families receiving welfare assistance. Through our Transitional Workforce Division, and in partnership with the Pennsylvania Department of Public Welfare and Philadelphia County Assistance Offices, PWDC is able to help thousands of families each year onto the road towards self-sufficiency.
The Workforce Investment Act of 1998 mandated
the creation of one-stop service delivery
systems nationwide. In Pennsylvania, this
system, called Pennsylvania CareerLink, boasts
virtual and on-site services for all job seekers,
whether unemployed, laid off, or simply looking
for something better. Through a statewide
network of centers, partners, and employers,
the Pennsylvania CareerLink website hosts
instant access to employment opportunities
throughout the state, available by title,
location, and salary. PWDC’s Workforce
Services Division works with the Philadelphia
Workforce Investment Board and the Pennsylvania
CareerLink Consortium to ensure that Pennsylvania
CareerLink Philadelphia offers universal access
to services and that it is a thriving vehicle
for our region’s economic vitality. |
