About PWDC
 
1982
Founded as the Private Industry Council of Philadelphia under the Job Training and Partnership Act of 1982, our agency has evolved from serving the disadvantaged to becoming a universal provider of employment and training services to both employers and job seekers through the Workforce InvestmentAct of 1998.
 
1998
Becoming the Philadelphia Workforce Development Corporation in 1998 reflected our expanded vision of building the bridge to a better workforce for a greater Philadelphia, encompassing staffing services, skills training, job placement, economic development, and so much more.

In that same year, PWDC implemented its nationally renowned Greater Philadelphia Works program which placed over 10,000 welfare recipients into gainful employment with a focus on family sustaining wages. Its end in 2001 led the way for expanded and improved services for welfare recipients through our Transitional Workforce Division, which in addition to serving traditional adult welfare recipients, provides support to pregnant and parenting youth, youth ex-offenders, and, in partnership with the Department of Human Services, provides services to youth who are exiting the foster care system through the Achieving Independence Center.

PWDC serves as the City's fiscal agent for federal employment and training dollars

Our Transitional Workforce staff is once again leading the way through its primary role in the implementation of the City’s TANF Neighborhood Centers, as mandated by the Department of Public Welfare. These centers will provide client-focused services at convenient centers located throughout Philadelphia neighborhoods.

Perhaps most vital to the work that we do is the evolution of the services we provide to employers. Our Workforce Services Division has gone beyond providing staffing services to include an array of business services that are crucial to a company’s continued productivity. Whether providing employers access to economic development projects, tax incentives, organizational development resources, or services for an employer’s exiting workforce, our Staffing and Business Services teams are an indispensable free resource for our region’s companies.

PWDC’s rich Philadelphia history, one that has resulted in the placement of tens of thousands of Philadelphians onto the road to productive and sustained career paths, as well as its expansive knowledge of the region’s labor market, has positioned it as the region’s leading workforce development agency.
